It is easy! first, drag tooltip to the form, then there should be appear new properties called tooltip1 (if you take the default naming system) in every object in the form. Then just put some text and you will get the tooltip everywhere you want. This is implying that it is valid for hyperlink, button, form, etc.

Hi Fan,
Cool. Btw the page is a bit slow than usual, even when I used broadband access abroad.
Especially the windows refresh everytime I switched between apps. Even the scroll bar also amazingly slower than other browser windows I opened, strange.
